Manual in terms of section 51 of the Promotion of Access to Information Act 2 of 2000 (as amended)

1. Definitions and abbreviations

"PAIA" – Promotion of Access to Information Act 2 of 2000 (as amended); "POPIA" – Protection of Personal Information Act 4 of 2013; "the Company" – Yebowork (Pty) Ltd t/a YeboWork; "IO" – Information Officer; "DIO" – Deputy Information Officer; "Regulator" – the Information Regulator (South Africa); "the Republic" – Republic of South Africa.

2. Purpose of this Manual

This Manual is compiled in terms of section 51 of PAIA and helps the public understand the records held by the Company, how to request access to them, and how the Company processes personal information under POPIA. It reflects the current YeboWork platform (a two-sided online services marketplace operating at https://yebowork.co.za).

4. The PAIA Guide

The Guide on how to use PAIA is available from the Information Regulator: The Information Regulator (South Africa), JD House, 27 Stiemens Street, Braamfontein, Johannesburg 2001, website https://inforegulator.org.za, email PAIAComplaints@inforegulator.org.za. It is available in each official language and on request.

5. Records available without a formal request

The following are available without a PAIA request: information on the public website (services, categories, pricing/credits information, how-it-works, published seller profiles), these Terms & Conditions, the Privacy Policy, this PAIA Manual, and information the Company is required by other law to make available.

6. Records available under other legislation

Records held/made available under other laws include: Companies Act (statutory records); Income Tax Act / VAT Act (financial and tax records); Basic Conditions of Employment / Labour Relations / related Acts (employee records, if any); POPIA (personal information); ECTA (electronic transaction records); Consumer Protection Act (consumer records).

7. Subjects and categories of records held

  • Company & governance: incorporation, registers, resolutions, contracts, insurance, licences.
  • Users: buyer and service-provider accounts, profiles, listings, specialties, service areas, availability, verification/qualification records.
  • Transactions: bookings, quotes, posted jobs, orders, reviews, messages/conversations.
  • Financial: credit purchases and ledger, marketing packages, premium features, advertising bookings, invoices, payment-gateway references (no card/banking data stored).
  • Operational: support/complaints, moderation, audit logs, marketing and analytics records.

8. Processing of personal information (POPIA)

8.1 Purpose

To create and manage accounts; operate the marketplace (discovery, bookings, quotes, jobs, messaging); process Credit purchases and payments; verify identity where required; prevent fraud/abuse; provide support; send transactional and (with consent) marketing communications; and comply with law.

8.2 Categories of data subjects and information

Data subjects: buyers, service providers, advertisers, website visitors and (if any) employees/contractors. Information: identifying and contact details (name, email, mobile, ID number where verification applies), location/address (service areas and, for jobs, a location — exact addresses shared only after an engagement is accepted), profile and listing content, transaction and Credit records, communications, device/usage data, and payment references (the Company does not store card or bank-account numbers).

8.3 Recipients / operators

Personal information may be shared with operators and third parties that help us run the Platform, under appropriate agreements, including: hosting/database/authentication/storage (Supabase); email delivery (Resend); maps/location (Mapbox); SMS delivery; identity verification (SmileID, when enabled); and payment gateway(s) (PayFast and Paystack). Information may also be disclosed where required by law or to protect rights and safety.

8.4 Trans-border flows

Some operators may process information outside the Republic. Where this occurs, the Company takes reasonable steps (including contractual safeguards) to ensure a comparable level of protection as required by POPIA.

8.5 Security safeguards

The Company applies technical and organisational measures including database Row-Level Security, restricted role-based access, encryption in transit (HTTPS) and for sensitive data, no storage of banking details, access logging, and server-side controls for sensitive operations, to protect the confidentiality, integrity and availability of personal information.

9. How to request access to a record

A requester must complete the prescribed PAIA request form (Form 2 of the PAIA Regulations, for a request to a private body), submit it to the Information Officer, pay any prescribed fee, and provide sufficient detail to identify the record and the requester. The steps below explain exactly how to do that.

9.1 Step-by-step process

  1. Get the form. Download "Form 2: Request for Access to Record of Private Body" from the Information Regulator's website (https://inforegulator.org.za), or email the Information Officer and we will send it to you free of charge.
  2. Complete the form in full — see 9.2 for what to include.
  3. Attach proof of identity (a copy of your ID, passport or driver's licence). If you are acting on someone else's behalf, attach written authority such as a power of attorney.
  4. Submit it by email to admin@yebowork.com (subject line "PAIA request"), or by post/delivery to the Information Officer, Yebowork (Pty) Ltd, 9 McAdam Street, Newton Park, Port Elizabeth, Eastern Cape. Telephone enquiries: +27 72 785 8725.
  5. We acknowledge receipt within 5 business days and tell you the request fee payable (if any) before we start processing.
  6. Pay the applicable fee (see 9.4) — processing begins once payment is received.
  7. We decide within 30 days of receiving the request and notify you in writing of the outcome, the access fee (if any), and the form in which access will be given. This period may be extended once by up to 30 further days in the circumstances allowed by PAIA, with written reasons.
  8. Access is given — usually by emailed electronic copy — once any access fee is paid. If access is refused, we give you written reasons and inform you of your right to apply to a court, or to lodge a complaint with the Information Regulator.

9.2 What to include in your request

  • Your full name, identity number and, if applicable, the name of the person you represent.
  • Your postal address, email address, contact number and preferred method of contact.
  • A clear description of the record(s) requested, with dates or reference numbers where possible.
  • The form of access you want (electronic copy, printed copy, or inspection).
  • The right you are seeking to exercise or protect, and an explanation of why the record is required to exercise or protect that right (PAIA s50).
  • Whether you wish to be informed of the decision in any manner other than in writing, and if so how.
  • Proof of identity, and written authority if you act for someone else.

9.3 Example

"I, Nomsa Dlamini (ID 8501015800083), of 12 Main Road, Gqeberha, email nomsa@example.com, tel 072 000 0000, request access to all records of the booking placed through my YeboWork account between 1 and 31 March 2026 for job reference #1234, including the quote, the invoice and the in-app messages. I require the record to exercise and protect my contractual right to enforce the agreed scope of work in a dispute with the service provider. I would like access in electronic form by email. My ID copy is attached."

9.4 Fees and timeframes

  • Personal requester (asking for records about yourself): no request fee. An access fee for reproduction, search and preparation may still apply.
  • Other requesters: the request fee and access fee prescribed in the PAIA Regulations (as amended from time to time) apply; we confirm the exact amount in writing before proceeding.
  • Deposit: where preparation is expected to exceed six hours, a deposit of one third of the access fee may be required.
  • Timeframe: decision within 30 days of a properly completed request, extendable once by up to 30 days with written reasons.
  • Remedies: a requester who is dissatisfied may lodge a complaint with the Information Regulator or apply to a court within 180 days.

Where a request relates to your own personal information under POPIA (access, correction, deletion or objection), you do not need Form 2 — follow the simpler process in clause 7.1 of our Privacy Policy.

10. Availability and updating of this Manual

This Manual is available on https://yebowork.co.za, at the Company's office on request, and to the Information Regulator. It will be reviewed and updated as necessary. Last updated: 16 July 2026.
