Child Safety & CSAM Policy

Version 1.0 · Effective 23 July 2026. Yebowork (Pty) Ltd ("YeboWork") operates a zero-tolerance approach to child sexual abuse material ("CSAM") and to any content or conduct that sexualises, endangers or exploits a child (any person under the age of 18). This policy sets out how YeboWork prevents, detects, removes and reports such material, and how it complies with South African law. It applies to all content uploaded to or shared through the platform — profile photos, galleries, chat images and attachments, and digital deliverables — and to every user.

1. Zero-tolerance rule

CSAM is a serious criminal offence in South Africa. It is absolutely prohibited on YeboWork. Any account that uploads, shares, requests, produces or in any way facilitates CSAM will have the content removed and the account permanently banned immediately, and the matter will be reported to the South African Police Service ("SAPS") and the Film and Publication Board ("FPB"). This applies without warning and regardless of intent claimed.

2. Legal framework (South Africa)

YeboWork's obligations arise under, among others:

  • Films and Publications Act 65 of 1996 (as amended, incl. Act 11 of 2019), sections 24B and 27A — criminalises child pornography and requires online service providers to register with the FPB, take all reasonable steps to prevent their services being used to host or distribute child pornography, and, on becoming aware of it, to prevent access to the material and report its presence and the particulars of the person responsible to a SAPS police official. Non-compliance is an offence punishable by a fine or imprisonment of up to five years.
  • Criminal Law (Sexual Offences and Related Matters) Amendment Act 32 of 2007, section 54 — imposes a duty to report knowledge of a sexual offence against a child to SAPS.
  • Children's Act 38 of 2005, section 110 — mandatory reporting of child abuse.
  • Cybercrimes Act 19 of 2020, section 54 — where in force, requires an electronic communications service provider that becomes aware its service is involved in an offence to report to SAPS without undue delay and, where feasible, within 72 hours, and to preserve evidence. YeboWork adopts this 72-hour standard as best practice.
  • Protection of Personal Information Act 4 of 2013 (POPIA) — governs the lawful, secure handling of any personal information involved.

3. Registration with the FPB

As an online content platform hosting user-generated images, YeboWork registers with the Film and Publication Board as required by section 27A of the Films and Publications Act, and maintains that registration and any associated compliance reporting the FPB requires of online distributors. FPB CSAM hotline: 0800 148 148.

4. Prevention (reasonable steps)

YeboWork takes the following reasonable steps to prevent its services being used for CSAM:

  • Upload screening. All image uploads are screened on-device before storage and obvious adult content is blocked. (This screening does not by itself identify CSAM — see §6.)
  • Verified, accountable users. Service providers complete identity verification (Smile ID); accounts are not anonymous.
  • Clear prohibition. The Terms & Conditions and Acceptable Use Policy expressly prohibit any content that sexualises or endangers a child.
  • Report tooling + monitoring. Any user can report an image; reports go to an admin review queue for prompt action.
  • Least exposure. Sensitive files are stored privately; exact addresses are shared only after a booking.

YeboWork does not undertake general, active monitoring of all private content beyond these measures; its duty is to take reasonable preventative steps and to act decisively on knowledge or reports.

5. Detection

  • User reports via the "Report" action on any displayed image.
  • Admin review of the reported-content queue.
  • Cloudflare CSAM Scanning Tool is enabled on the yebowork.co.za Cloudflare zone (hash-matches images served through Cloudflare against known CSAM and reports matches to NCMEC). Coverage note: user-uploaded images are currently served directly from Supabase Storage and therefore fall outside this tool; for those, detection relies on §4 screening, user reports and admin review until image delivery is routed through Cloudflare or a hash-matching service is integrated at upload.

6. Response procedure (on any report or discovery — act immediately)

  1. Remove / block access immediately so the material is no longer accessible to anyone.
  2. Permanently ban the account and freeze related content.
  3. Do not copy, download, forward or re-share the material. Handling CSAM is itself an offence — retain only what the law and the authorities require, in a restricted manner.
  4. Preserve evidence to assist an investigation — the offender's account details and particulars, upload metadata, timestamps and access logs — and hold them securely.
  5. Report to SAPS: report the presence of the material and the particulars of the person responsible to a SAPS police official (Films and Publications Act s27A; Sexual Offences Act s54; Children's Act s110), without undue delay and, where feasible, within 72 hours (Cybercrimes Act s54 standard).
  6. Report to the FPB via the hotline 0800 148 148 / the FPB compliance channel.
  7. Log the incident (date, account, action taken, report references) in a restricted admin record and cooperate fully with any investigation.

7. User obligations

Every user must not upload, request, share or facilitate any CSAM or content that sexualises or endangers a child. Doing so results in immediate permanent removal and reporting to the authorities, and may constitute a serious criminal offence for the user.

8. Governance & review

This policy is owned by YeboWork Trust & Safety, is reviewed at least annually and whenever the law or the platform materially changes, and is read together with YeboWork's Terms & Conditions, Acceptable Use Policy and Privacy Policy. YeboWork confirms its FPB registration and reporting arrangements with its legal advisors and keeps them current.
